Last January 9th, the Board of Audit and Inspection* said that colleges can reduce 12.5% of the tuition. But after January 29th, the Seoul regional private universities’ average tuition cut was recorded as 2-3%. The government betrayed their election pledge that they would cut half of the tuition that was promised to the students. They act as if they solved the tuition problem by offering a State Scholarship, but to get that scholarship, students are required to have high grades and it is dependent on their parents’ particular income level. Student is in succession of the deceptive policy.
On February 6th, Kwangwoon University students had a conference to ask school authorities to re-discuss tuition. But students pointed out that according to Chase 60 Minutes (추적 60분), KWU’s remaining budget reached 347 million won. Also, according to Inspection said that Universities can reduce 12.5% of tuition, the Ministry of Education, Science and Technology gave the guidelines that Universities can reduce 5% of tuition. But it was resulted that many Universities include Kwangwoon University in tuition to reduce 2%. Student demonstrations occurred in response to the deceptive result.
The foregoing say, in the case of Kwangwoon University, their scholarship increased to 3%. But if the university increased 3% of the scholarship, this means that the university could reduce an extra 3% of the tuition. Also they decreased the class length from 16 weeks to 15 weeks every semester. That means that the number of school days was reduced 6.25%. But tuition has not been reduced as much as the reduction in the number of school days. That is, tuition was not reduced 2% and did not increase in substance.
Similarly, Hanyang University reduced the number of school days. Also Hankuk University of Foreign Studies and Sogang University increased full-time professors’ school hours. So they dismissed part-time lecturers or reduced the lectures. Also Yonsei University reduced scholarships because they substituted existing tuition for State Scholarships.
What do students think about this tuition? We interviewed Kim, Min-sun, who is a sophomore majoring in Public Health Administration at Dongduk Women’s University.
1. Q: How much is your tuition?
A: Our University tuition is reduced 5% this year. So liberal arts are about 350 million won and natural sciences are about 380 million won.
2. Q: What do you think about class satisfaction?
A: I think it is lacking. 70% of the class used presentations in their class repeatedly. Also they were below average because they let students memorize these presentations. And experiment tools were of poor quality, as was the tuition.
3. Q: What do you think about the number of school days being reduced?
A: I am dismayed about this situation. That system is ironic. I think it is an example of Ostrich belief.
4. Q: Do you have any comments about tuition?
A: I want tuition to be cut in half. But there is opposition to tuition being covered by taxes. I wish tuition could be covered by the extra money of the university. Maybe that is impossible, but at least improve the classes’ quality.
After the interview, the reporter can feel sympathy for the students’ mind. It is sad that the government could not reduce tuition by half. Universities acted like they were accepting of students’ demands and solving the problems. But they used tricks. Society is made of a system in which people enter into college. Then Government and Society should provide high-quality classes. This Ostrich belief situation should be solved as soon as possible.
